If there is no money for an upgrade, then it seems to me to be madness

If it isn't broke, don't fix it.

That and many inside of the Russian space agency have been wanting a
Soyuz replacement for decades. Every few years, more studies are done,
mock-ups are built, and programs are canceled before they get started.
The fact is that there is simply no money for a Soyuz replacement.

Luckily, there has been some money to modernize some of the more
antiquated systems. The ISS program, in particular, kicked off a series
of upgrades.
