Do you happen to know the source, from which Heavens-Above take their
orbital elements (TLE)?

It may be the mccants.tle file, which is more than 1600 objects of
interest to visual satellite observers (i.e., it omits thousands of
tiny pieces of debris). There is another file, eccen.tle, which is
hundreds of objects in highly eccentric orbits; I don't know if
H-A uses those. The same site has the alldat.tle file, which is
more than 8000 objects:
