Default Timekeeping architecture

It is always lovely to encounter people who are comfortable with the jobs and the talent behind it so it may someday be possible to see someone else enjoy the architecture which involves a switching element based on using an 'average' 24 hour AM/PM cycle to substitute for 'constant' rotation with the supporting framework contained within the 1461 rotations/4 orbital circuit structure.

Whether it is the architecture of a computer or an oil refinery, the confident and competent person really understands how the component parts fit together but unlike the computer/oil refinery, the elements of timekeeping are extrapolated from specific observations and cycles rather than conclusions imposed on cycles and observations by timekeeping, something people forget when they go about creating fanciful and fiction using the Sun and the other stars.

Presently there is a crowd in great difficulty insofar as they still work off the flawed structure of stellar circumpolar motion and cannot come to grips with the principles which govern the creation of the 24 hour day within the framework of the 1461 rotations it takes the Earth to return to the same position in space.

"Adjustments made in one second steps, known as 'leap seconds', have been implemented since 1972 to compensate for variations in the speed of the earth's rotation within the framework of Coordinated Universal Time (UTC)." ITU

These guys are truly lost, not competent, not confident but lost is a blizzard of voodoo and bluffing created by an error that is now centuries old and has not being corrected up until now and in this forum.

Any reader here can trace the development of timekeeping from its inception through the observation that Sirius skips an appearance by one day thereby fixing the Earth's orbital position in space, after that the pieces come together one by one along with an appreciation of the dynamics behind it.
