made the phosphor on my monitor glow in such a
way as to indicate that:

Given a few extra billion dollars, and a year or two for preparation,
what sort of sustainable launch rate could the shuttle attain?

I don't know hot to answer that question. You'd need a redesign to
the point that it couldn't even be called "the shuttle."
