Default NASA- a bunch of rocket scientists?

The ISS orbits the earth every 90 minutes or so. Why isn't there a
launch window during each orbit? What would be the problem launching
90 or 180 minutes earlier in the day?

They Only have a 10 minute window of time to launch. They have to

Here is the scenario: Florida, summertime, Late afternoon= Thunderstorms
maybe? Why are they scheduling these launches so late in the day? Can anyone
enlighten me?
