Do the ISS crew get to *see* 15 sunrises and 15 sunsets every 24
hours?!

This is true. The crew of ISS can float over to one of ~15 windows to
observe their surroundings.

How is the ISS' crew hab rotation synchronised between Earth
observation and direct exposure to the Sun?

There is not really a rotation performed to space station. Of course there
are two basic attitudes that ISS flights. The first is LVLH (Local
Vertical/Local Horizontal) and the second is XPOP (X-Axis Perpendicular to
Orbit Plane).

Is there a window that
lets in sunlight directly into the crew quarters?

Not really. Sunlight on the space station flows through any of the windows
just like it does your window at home, except the rise/set time is on the
order of ~45 minutes.

Thanks
