more like the NACA upon which it was originally modeled, as a
technology development agency that did experimental projects and
helped fund the same by industry.


You're preaching to the choir brother. I keep hoping we'll get to that
point, but as long as Congress keeps funding SLS/Orion, it's obviously
not happening anytime soon.
