Default French CNES transmits Cosmic Connexion to either to Errai or 47 Ursa Majoris?

(A little late with this but...)

I stumbled on this in another article which said that on Sept. 30, '06
the French Center for National Space Studies (CNES) may have beamed
public submitted art, text, graphics, music and sounds and what appears
to have been part public-interest building, part edu-tainment show
called Cosmic Connexion, "...a TV program aimed at
extraterrestrials...", at an "earthlike" star called Errai (which I
believe is actually known as the binary star system Gamma Cephei) 45
light-years from Earth. There was a seemingly contrary reference on
one of their sites to sending the message to "47 Ursa Major" which I
take to mean the known multi-planet system 47 Ursae Majoris.

Carl Sagan once posed the question "Who speaks for Earth?" It seems
that the answer is anybody! Perhaps this is so elsewhere?
