Note that "Contact light" was when the LM was three feet above the Moon.

There was some CDR/LMP chit-chat that was within the LM but was
transmitted to Earth as almost a byproduct of landing on the Moon
("Contact light", etc.). The first words on the Moon directed to Earth
were Armstrong's "Tranquility base, the Eagle has landed".



Thats true 'Contact light" would have been when the probe touched the Lunar
Surface.
"Okay, enginee off." by Buzz was the first words.
Plus the rest.
You are right , I guess the proceedure was for Neil was to have his VOX off
during later descent, but indeed you can hear him over Buzz's mike at
the end of the check list.
