RANGE, BUT NOT CLOSE ENOUGH TO THE FREQUENCY OF THAT OF URANUS'

As Odysseus points out the 15 deg merdian proximity is fairly constant at 1
hour either side of upper and lower meridian. In terms or right ascension
the planet will also spend about an hour either above or below the east and
west horizons. So the frequency is close to 33.33% This works fine for
eqautorial and temperate latitudes but beaks down on approaching the polar
regions.
