Default NASA Mars helicopter makes history as first vehicle to fly on another planet

Has NASA released specs on how far from Perseverance the helicopter can
go to remain in radio contact?

I don't know. You could try Google.

Or does the chopper talk to Earth on its
own and can have totally unrelated mission and go totally different places?

Ingenuity does not talk directly to Earth. It talks to Perseverance
rover which in turn talks to craft currently in orbit around Mars. This
information is on their respective Wikipedia pages (grep for
communication).

And you should be able to find that information on the JPL site, as
well.
