In our current age of Wikileaks and such, I don't think there is anyone
around who would maintain that our government has a sterling record of honesty.

It never was sterling from the very get-go. However as of more lately it's getting totally out of control. The mutually perpetrated cold-war era that nearly started WW3 was even better off.

It certainly goes back way before Wikileaks. Here's what is said about George Washington:
"He was adept at deception operations and tradecraft and was a skilled propagandist."

(They're describing his traits as a general, but its difficult to imagine that a person can totally turn off certain aspects of their acquired skillset when rising to the Presidency.)
