Two questions come immediately to mind:
1.) Why didn't Cheney shred this little item the moment the whole Plame
affair hit the fan? Was it in someone else's possession?

Perhaps because there's nothing wrong, or incriminating about it?

2.) How exactly did the investigators get their hands on it? Who gave it
to them?
Libby? Rove? Goss? Foggo? Cheney himself? (that wouldn't make much
sense, as he'd be writing notes to himself; this apparently was given to
somebody fairly high up.)

What difference does it make?
