for said object? And whatever rule of law applies to that country
would apply to said object?


Until the object declares independance, sure. Even before then
though, the local administration would probably have to make a few
laws that don't apply on earth. For example, laws against wasting air
or failing to use all the handholds when descending a vertical tube
(because you might pick up too much speed and collide with someone
below you.)
