Default Two Wide-angle Imaging Neutral-atom Spectrometers (TWINS) mission

Does anyone know, what the status of the Two Wide-angle Imaging
Neutral-atom Spectrometers (TWINS) mission is, which has been selected
some yeas ago as a Explorer mission of opportunity.

The Homepage list the TWINS as piggy-back instruments on non NASA
government spacecraft on Molniya orbits - presumably military SDS
satellites.

On the other hand, the Honeywell database lists thes TWINS as
dedicated spacecraft on Pegasus launchvehicles.
