attempting a proper risk, benefit analysis.

You're still avoiding directly answering the question by inserting
your own assumptions. Answer this simple question:

If the probability of the problem being external, and leading to
death, is far less than the probability of death due to an EVA
accident, would you still order an EVA to check on the potential
problem?

It's a simple question, so just answer "yes" or "no".
