So this is a simple "you cheated and spoke to one of the bidders" thing,
not some more grandiose retaliation because Boeing was mad for not
getting it.

Well, we really don't know for sure, but that's the scuttlebutt. Since
Loverro resigned, I'm not sure we'll ever find out all the details.
