The way it usually works is that the White House submits a recommended
budget to Congress. However, Congress is under no obligation to pay
any attention at all to it. This budget request is usually submitted
the first week in February but is frequently late, particularly in a
President's first year when there is a change in party in the White
House.

Then the House and Senate Budget Committees put together their own
budget resolutions using the President's budget request and budgetary
reports from the Congressional Budget Office. These are supposed to
be passed by each house of Congress by April 15. However, there is no
legal obligation for either the Senate or the House to pass a budget
resolution (and the Senate frequently doesn't in recent history). If
they do not, you potentially get a 'continuing resolution'. If both
houses pass a budget resolution, it will then go to reconciliation to
get the final budget that is sent to the President for signature.


Trump can brag all he wants, but if it is congress and/or senate who
actually write the budget and Trump only gets to sign it, I really doubt
that Trump would veto budget that doesn't include a NASA perk that Trump
would like.


The budget is usually sent to the President in pieces, so he would
have the opportunity to sign some pieces and veto others.


NASA has not figured prominently in his campaign. And people in Trump's
mental condition have a narrow set of topics they focus on.

condition" and which medical report did you get it from? You've now
