Perhaps, however even a relatively small rock would
gather the gas if it were orbiting through a hydrogen
cloud blown outward by the initial Solar wind when
the Sun first "lit up". *Then, as more and more gas is
gathered, gravitational effect increases making it
easier and easier to gather gas and to sustain a huge
and growing hydrogen atmosphere.
When all the gas has been gathered, then protoJupiter
becomes... Jupiter.

You need more rock and metal to start capturing gas. It is probably
gas from then on the drives up the gravity that captures more gas.
