The final speed is c wrt the barycentre. It is c+u wrt Earth where u is

Actually it wont be exactly that for other reasons.

It needs to be c/n to explain frequency-dependent
pulse dispersion, and I would presume you would
then say c/n relative to the medium which produces
that refractive index, i.e. the ISM.
