Its more like it is a major piece of ever-hapenning failures,
feet-dragging and cost overruns. It looks like people have got
fed off with non-working prototypes being called 'ready to
use technology'

A pity. Militray throwing money away on non-working toys is
always so much better than it being spent on stuff that blows
people up.
