No. So long as you don't demand 'mission accomplished' in 8 1/2 years,
as did Kennedy's Apollo proposal, there is no reason why it can't be
fund
ed at present NASA budget levels. And we're starting at a
significantly higher level of technology/readiness than existed when
Kennedy announced Apollo.

Using the proposed budget figures, maybe, but we all know that proposed
figures are for political purposes only. The actual program will cost at
least three times that amount, and there are many technological hurdles
to overcome.
