You can whine all you want, there's nothing which can be done now.
What is the mass of the ocean's water and how many watts of power is
being radiated by HAARP? How much power does it take to increase the
ocean's water temperature one degree? you may assume a 10% absorbtion
rate of coupling.
My suggestion is to buy a piece of land -- FAR away from cities, buy non-GM
seeds, plant a garden and ride out the storm. If you're lucky you won't die
from radiation poisoning first.
