So you've eliminated two possibilities for the cause of the problem.
Both those browsers are compatible with the Google Map engine that runs
Google Mars, and IE6 doesn't have the option to switch off third-party
images (a common problem with Firefox/Mozilla because the browser
doesn't recognise the map tile server (kh.google.com) as being the same
as the main website (www.google.com)).

Do you see the page, and are just missing the images?
Does the same thing happen at http://maps.google.com/ in "satellite"
mode?

If so, you could have dodgy proxy/router/HOSTS settings. Try accessing
one of the map tiles directly. Sometimes whatever is causing the problem
will display a useful error message when asked to fetch the image
directly.
