As well as during most of the rest of the launch window.

What they stated on the live video feed is that so long as there were
not gusts above the maximum within a certain time window prior to T-0,
they were allowed to launch. There was a gust a T-2:34 or so that
exceeded that limit, ergo a count halt was called.
