Combining the space tug (with new orientation devices built-in) with
privatization might work. Could NASA buy Hubble time from a private
company? The company could provide the boost in orbit, new orientation
devices, and take over operation for the cost of Hubble operation right
now. Saving NASA money.

The orientation devices might not have to be as precise as current ones.
Hubble might operate in a target-of-opportunity mode. I understand some
instruments operate in this mode already.
