Ok, that's not quite the 19th century, though it is more than a
hundred years ago. However, the text is clearly older, as it mentions
"the present century" meaning the 19th, and refers to events in the
1890s in the future tense.

I found a biography of the author online. He was a "professor of
Mathematics, Natural Philosophy and Astronomy" from 1856 until his
death in 1908.
