There are companies that specialize in painting the night sky
with fluorescent paint on ceilings. During the day the paint is
invisible. Look at the results he

A hidden black light can make the paint glow really well.

I think, however, that it would be better if you do the painting
by yourself - you can go to whatever level of details you want.
It would be much simpler than a perforated dome, and would provide
better rendering of diffuse objects like the mikly way.
