Problem they haven't wanted to have to address is the increase in the
weight, any changes like sandwich, increases weight. AFAIK Evne painting
the fueltank was a problem or was it just a way to save some weight?

Any reason why the foam cannot be *inside* the fuel tank?

Better: A system like one used in building isolation. It's a sandwich
system with the foam between two sheets of metal.
