I keep seeing claims about a certain kook who won KOTM in March
1998, but he has always denied it.
Well, he would, wouldn't he?
There is a mention on a website
At least three websites, two of them maintained by Vote Wranglers.
& an announcement in the archives, but there are other things too.
It seems like the archives are incomplete, and perhaps we will never
have 100% certainty.
The only person who professes not to be 100% certain that Tholen won
KotM is Tholen himself.
Looking at posts that were recently quoted & doing some digging, I
wonder if Tholen is correct - perhaps the honour did really go to
Strang.
It must be a conspiracy!

What do klaims by kooks have to do with the facts?
Lest anyone get the wrong idea, I am not trying to cast doubt on
this award out of any notion that Tholen is not a kook. I would
like to see the questionable election overturned
There isn't anything questionable about it.
so that we could nominate him again,
You can't, since he's already won it once.
but this time all would be done properly and documented properly
It's already documented properly. See
http://www.lart.com/,

and there would not be any question that he really is KOTM.
You're erroneously presupposing that there's any question about it.
