No it isn't as UPS is a commercial company. NASA and the DOD are both part
of the government.

The point is that the DOD should build its own OSP and let NASA have
rights to it, rather than the other way around as the shuttle has been
used.

THAT was the original point of this whole thread despite your tangents and
ad hominem.
