I would bet against it. First, ICO hasn't selected a launch
provider yet - it previously used ILS/Atlas (success) and
Sea Launch (failure). Boeing Launch Services would probably
offer Sea Launch instead of Delta IV, given its recent
announcement that it would not compete Delta IV agressively
for commercial launches. Finally, Boeing isn't about to
start building Delta III vehicles again since it now has too
much Delta IV capacity in the pipeline (it lost several EELV
missions to Atlas V due to the recent sanctions).
