It would seem that the exclusions would still benefit from full cut-off
downlighting. The pupil of the eye tends to close down in the presense
of a nearby bright light at night. Making it difficult to see into the
darker areas. Compounded by false highlights of the nearest lighting
unit from persistance of vision.
These would seem to be major security weaknesses for airports (and
other potential terrorist targets) and should be seriously addressed.
