The Russians would no doubt desire such an outcome and would probably
make moves to bring such an outcome about -- NASA might even acquiesce
in the short term -- but if NASA wants to play hardball the Russians would
be forced to abandon the station fairly quickly. There's just no way they
could keep it going long term on two Soyuz and three Progresses a year
without American power and attitude control.
