only after this failed, that they found out that all it took was a

Actually, if that's all it took, he wouldn't have been elected in the
first place, since the man was a 24-7 sex scandal throughout his
political career.

What it took was a perjury and witness-bribing-and-intimidation
(felonies, note) scandal, brought on by a sexual-harassment law that
he signed with his own pen, but thought should only apply to the
commoners, not to himself.
