Not online, but the latest AIAA Journal of Guidance Control and
Dynamics, Nov-Dec 2003, Vol 26 Number 6, has a paper:
"Minimum-Time Orbital Phasing Manuevers," C.D. Hall, V.Collazo-Perez.

This discusses constant thrust coplanar transfer over
less than a Hohmann 180 deg phase angle.
