It's a prediction of Einstein's General Theory of Relativity. Google
Lense-Thirring effect. A satellite called Gravity Probe B is in orbit

Yeah, and confirmation of frame-dragging would help support General
Relativity. For novices out there, general relativity has some people
trying to pick away at the foundation.
