The appropriators reduced funds for SpaceTrack by $22 M,
taking $27.0 M from the Space Based Space Surveillance (SBSS)
program and adding $5.0 M for an "S-band upgrade," which
presumably refers to upgrades for the naval surveillance
system recently transferred to Air Force control
