FGB-2 has been 70% complete since 1997.

Note that it is RSC Energia that is complaining about funds, and RSC
Energia has nothing to do with FGB-2.

I would certainly hope not. It would be hypocritical for the Russians to
complain about not getting US/European funding for Soyuz/Progress craft
they agreed to provide with their own funding, while putting funding into
Russian modules that won't be needed for years, if at all.

What about the Enterprise module? AFAIK its a joint project between RKK
Energia and Spacehab?
