New to Astronomy. When setting up my equatorial mount to the celestial

the telescope using the RA and DEC lets say toward Arcturas will it
then track Arcturas? Is this the purpose of setting the polar angle?

If you set the polar angle and properly align the mount, then the scope
will track a star _if_ you have a clock drive and have it running. That is
the purpose of setting up the mount correctly.
