This could effect even rosamond's water
supply as they would be pumping a vast
amount out with no inflow back.

If you want to win the public over to your side on this thing, this
might be your best angle. No one will care about the light pollution
problem. If the project goes through, THEN work like Hell on educating
the planners on the benefits of well shielded lighting. And this will
be most effectively done talking about economics, safety, and
aesthetics. Saving the night sky, at least at this point in time, will
get you nowhere.
