Looks to me like you're supposed to get in touch via the Prairie astronomers link - it seems to be essentially their facility.

Well, while we do help staff the facility, Hyde Observatory is owned by the
City of Lincoln (under the Parks and Recreation Department) and run by a Board
of Directors (many of whom are PAC members). Clear skies to you.
