There are multiple places to download element sets from the MPC (not
Harvard) site. It seems you were downloading the elements of bright
minor planets at opposition in a given year. This is a very small file
( 100 sets of elements). If you want the complete
set of elements, follow the link to the MPC Orbit Database on the main
MPC page (http://cfa-www.harvard.edu/iau/mpc.html).
