Navigators use 'sidereal hour angle', SHA, which is the reverse
scale of right ascension and dimensioned in degrees. A star with RA of
18h00m has SHA of 90d.
For timekeeping, UTC is used exclusively, altho for onboard local
use, the timezone offset is included.
