Indeed, the leverage I'm proposing is a variable tethered mass at 2x moon L2, with relatively small number of ion reaction thrusters for maintaining the intended direction of tow, and thus influencing the tethered centripetal force as for leveraging our moon, as well as for slowing it down in order to park it within the halo orbit of Earth L1.
Each and every force (large and small) applied to our moon is accumulative.
A secondary tethered Earth-moon L1 mass would also be employed as for stabilizing the station-keeping of our moon within Earth L1.
99.9% of everything needed for this task would be supplied from lunar resources and via solar energy. The benefits far exceed tenfold, and future generations will greatly appreciate our geoengineering solution as to GW+AGW, reduced plate tectonics of lunar triggered earthquakes, greatly reduced tidal surge issues, a thermally stabilized environment, a surplus of common and rare element resources and especially those of millions of highly paid full-time careers of meaningful and greatly appreciated higher standards of life for the lower 99.9% caste that'll only **** off those oligarchs, Bilderbergs and Rothschilds.
The subsequent Gateway/outpost/oasis and its lunar space elevators with a tethered element reaching to within 7r(44600 km) of Earth is just a beginning.
