Years ago I came up with the theory that the speed of
light is asymptotic to a constant in a gravity well
but is much larger out in interstellar space. I even
came up with a formula for it, one that involved
inverse tangents. If there is enough interest I could

So your pet theory is its speed slows when it gets near stars.
It crosses intergalactic space from a distance galaxy, sees
to senses in some way that it is falling into our own galaxy
and chooses to slow so that we can catch it more easily.
I’d strongly suggest you burn your paper files and erase
your computer files, nobody is interested.
