That's not quite true. France used to run a number of gas-cooled
graphite moderated reactors. They got rid of them and went to PWRs
because carbon moderators tend to suffer from 'neutron crystallization
and aren't safe in the long term.

I was unaware that France also used a similar design. At least they've
gotten rid of them.
