Payload comparison - polar vs. low inclination

I have been unable to locate the appropriate conversion factor for comparing a
launcher's capability betweeen polar and low-inclination orbits. Does anyone
have it handy?

(For example, the Scout G was rated at 210 kg to polar, but was only launched
from Vandenberg, and I wondered, what would it have done from the Cape into
28.5 at the same orbital altitude?)
