During the time period between May 1999 and April 2002, NASA paid a
contractor $334,500.00 to process 60 anonymous safety complaint reports.
The anonymous complaints were processed via NASA's only agencywide anonymous
reporting system. The safety reporting system was born out of the "Report
on the Space Shuttle Challenger Accident" or Roger's report which reflected
deep concern about NASA's silent safety system. NASA estimated that each
complaint took 15 minute to process. The system averaged one to two
complaints per month. That is pretty close to silent.

Looking at it from a business perspective, for 15 hours work spread out over
about three years that is a pretty good income. On a per hour basis that
comes out to 22,300.00 per hour. Where do I sign up? Clearly most of us
are in the wrong business.
