I noticed on discovery channel some time back that NASA was developing
a spherical robot with a camera aboard to 'help' out on the ISS.
Would it not be possible to keep something like this in the payload bay,
which could then be remote controlled around the orbiter in order to look
for damage whilst in orbit ?.

That's the AERCam Sprint. I asked about it a few weeks ago and got some very
good answers. In short, better solutions are "in work" right now. Here's the
